Starvation as a weapon: from the Flour Massacre to famine in Gaza
People were shot while waiting for flour, aid workers were killed in marked convoys, and in August 2025 famine was confirmed in Gaza City. The ICC calls the starvation of civilians a war crime.
The Flour Massacre
On 29 February 2024, crowds gathered around aid trucks carrying flour on al-Rashid Road in Gaza City. Israeli forces opened fire. According to the Gaza Health Ministry, more than 110 people were killed and hundreds injured. It became known as the Flour Massacre.
Aid workers killed
On 1 April 2024, Israeli drone strikes hit three vehicles of a World Central Kitchen convoy one after another, killing seven aid workers. The convoy was clearly marked and its route had been coordinated with the Israeli army.
Killed while seeking food
After a near-total blockade in the spring of 2025, food distribution was handed to the Israeli- and US-backed Gaza Humanitarian Foundation. The UN human rights office recorded more than 1,300 Palestinians killed while trying to get food between late May and the end of July 2025, most of them near the foundation's sites.
Famine confirmed
On 22 August 2025, the Integrated Food Security Phase Classification (IPC), the global standard for food crises, confirmed famine in Gaza Governorate. It was the first famine ever confirmed in the Middle East, and UN officials called it a man-made famine.
A war crime
The International Criminal Court's arrest warrants for Benjamin Netanyahu and Yoav Gallant include the war crime of starvation as a method of warfare. Human Rights Watch found that Israel's deliberate deprivation of water amounted to extermination and to acts of genocide.
